Dude Konoha was destroyed and shown in a single panel don't know whether you seen boruto manga or not, if you are depicting other hokages as failure for obvious reasons then yes naruto failed big time as hokage as village was destroyed may be you should put it more like - kawaki hates shinobies rather than kawaki is against shinobies another reason he failed as he was unable to get rid of this BS hatred in NV. Accept it man this is boruto manga not naruto manga so naruto is not plot shielded anymore like in the past and he is certainly hiding or most probably dead.
