If you truly look at naruto progression in this series. He is still a genin level shinobi... The only difference is he is a genin level shinobi with an enormous amount of plot shielding and chakra.

after 580 chapters he has finally achieved good chakra control on his own and not through the help of the fox or clones. That is a clear sign that Naruto is the slowest person to progress in the series thus far and he still remains a Genin.

defeated pein
defeated kakuzu
uses clones to measure an enemies abilities
figured out how to defeat edo raikage
saved sakura from sasuke and was completely calm
figured out obitos weakness when minato and sasuke couldn't
became a perfect jinchuriki of kurama the hardest tailed beast to control

that the same guy? hes matured and is past that phase.

funny thing is you could apply some of that to sasuke and all of it to sakura as well
