It is but in Naruto, your surname (mostly) indicates your clan

like Hyuga Neji from Hyuga clan
Kakashi Hatake from Hatake clan
Sasuke Uchiha from Uchiha clan

etc.

Minato does NOT belong to a clan. Until kishi says he does. Which so far he didn't and namikaze is just a last name similar to sakura's name.
