Naruto is a Sennin (Sage).
He earned that after his training w/Fukasaku and battle w/Pein.
Shikaku even remarked to Shikamaru that Naruto is on a whole other level after he mastered the Sage arts.
His next promotion will probably be to Hokage at or near the end of the series.

Naruto may get the title that Jiraiya had as Lord Naruto. It dose nave a nice ring to it. Lord Naruto.

Its like some who passed KG, but didnt face any more exams. After some time, got Ph Degree. Considering his strength and skills, Naruto is Kage level, but mentally and morally not yet.
I also like to add that Sannin level and Kage level are of the same level.

He should go on D-rank misions since he is genin. Save cats, clean park, walk dog,... in sage mode...

Aw, come on. Don't say like that about your son. Indeed he has brain. Especially when it comes to fighting. His strategy is near Shikamaru's level. Even he possesses one of the most important personality for a Hokage, ie - Love and Understanding of others. Currently, he needs two things:
1. To save Sasuke.
2. Experience to govern the people of Konoha.

well, naruto may have been because of other elders except godaime hokage....
they may not approved because they didn't wan't their "hidden weapon" go far from his village.....

Naruto has defeated more S-Class Ninjas than anybody in the Village. And sines He learn to use His clones to learn Hi's intelligence level has been going up. Naruto tactics have been growing in numbers and complexity Look on How He has been fighting the Fox and how He keeps surprising everybody with His Power and Mind.
