.Naruto has more chakra than Sasuke.

.Sasuke can manage and has better chakra control than Naruto (Stated to be on Hagoromo's level by Kurama himself)

That is why they are able to match each other.

NAruto's chakra control was stated to be near perfect, sasuke merged chakras thats different from jutsu but even so if a guy with 100x more chakra can mold it at 99.99% efficiency while sasuke definitely doesnt have as much chakra as naruto alone so he has to makeup for that and kurama, his chakra control can't get high enough to make up the difference since every jutsu needs a bare minimum it doesnt continue to decrease depending on control.

His potency lets him match a jutsu with less chakra but naruto's RSM chakra is definitely not inferior to a standard uchiha chakra so thats a plot hole.

Honestly, the only reason sasuke was able to fight with naruto at VOTE 2 was because he had the 8.5 bijuu without them he would've run out of chakra long before naruto did.
Its sasuke's diverse arsenal that makes them equal not chakra attributes or physical attributes
