You can't hold back against somebody that was trying to kill you and is as strong as you! Naruto went all out to stay alive against Sasuke or otherwise he would've ended up dead. In the beginning. Later on Suigetsu outright stated that they'd fight to kill him.

so they wouldn't kill him but the fact of the matter was that they couldn't take him down without trying to kill him . after they were set on killing him they were able to capture him easier .

Thank you for proving my point. You can fight to kill without actually meaning to kill. Thus Naruto fighting with the intent to kill only means that he'll be fighting at full power, not that he intends to kill Sasuke.

Not to mention none of this even explains why power level is relevant. You don't need to be weaker than your opponent to fight with intent to kill, only to not plan on killing them.

lol, Why would a sick person such as Orc train Sasuke to become stronger than him to take over his body? Make no sense at all. Better off taking body first, then master it. Beside when Sasuke came into his room with that chidori blade, Orc was surprise to see such chakra manipulation. That clearly hint that Orc didn't train him a lot or serious. Sasuke also told Itachi that he study everything about orc in order to beat him. That even further hint that Orc wasn't training him really. Orc was basically a safe haven place for him to train and not deal with no emotional issues such as team 7.
