maybe you haven't been seeing the thousands of times where it's been mentioned that Naruto was trying not to kill Sasuke? That makes a total of no sense if he wasn't holding back he would not have cared for sasukes well being therefore going all out hence meaning killing would be fair game to naruto but that wasn't the case .

As Suigetsu showed us, fighting to kill doesn't mean that you are actually trying to kill your opponent. Taka fought w/o the intent to kill and got smacked, so Suigetsu said "lets fight like we are trying to kill him, then we can beat him without actually killing him"
