1) the chakra is mooving the same way blood does once you lose some chakra you gonna feel weak and sick but with the time this chakra is going to regenrate after few days or mounth. the biju chakra working the same yet its so strong that the regenerating power of the biju chakra is very fast and very quick that y naruto could heal him self quickly in that mod
2)we all know now that there is a connection between nature energy and biju chakra right?
3)do you remember those under-rated characters kinkaku and ginkaku? if you do than you already know the got part from the nine tails chakra without being the jinjuricky of the fox
4) when the host of the biju died the biju died as well and after some time the biju regenerate him self and his chakra
5) KURAMA was able to give his chakra for the hole shinobi army...
he would not have done that if he knew he cant get that chakra back and also its ****ing more than 20000 shinobi... that a lot... too much for kurama if he had only half of his chakra...
NOTES: A: there is only one Exception, a way that the biju can never get his chakra back and that: if the gedo mazo statue take that chakra ... the 8 tails lost his arm against sasuke
B: we still dont know why naruto look so different when he use kurama chakra but i think i know:
the sage of the six path knew that there will be a kid (naruto) who will change the shinobi world

. biju is basicly a chakra monster that have ton of chakra there is no reason that chakra wont regenerate in biju body. when a biju lose or dont have enough chakra he becoming weaker or smaller and thiner

... did you saw naruto reaction? it is the same reaction pa on the pain invasion arc (no one ever reacted to the nine tailed fox chakra the way pa did) . that lead me to the assemption that all of the biju are made of nature chakra and not just the jubi. so according to that we can easily say that biju can gather chakra from the nature

. i think he also know that kurama will be sealed in him and that kurama is some kind of special biju... that why i think the sage sealed his chakra in kurama and that y biju mod look like the sage...HOPE YOU ENJOYED
