The only reason Naruto didn't access this mode in the Last is because tonrei knocked all his chakra out, chakra takes along time to recover. In order to access this mode Naruto needs all nine bijuu chakra + Sage Mode, however kishi nerfed him in the beginning by allowing tonrei to take all that chakra. Its obviously bijuu chakra + his own, did you see that huge explosion? Naruto's chakra will recover in time, his bae hinata had his back though vs tonrei, she empowered him with her new goddess chakra. This movie was simply to showcase how powerful he was with complete Kurama, he indeed is very haxxed.

Naruto is telepathically linked with all bijuu, his psyche is their meeting ground. He'll always have access to their power RSM is permanent just as Sasuke's Rinnegan, however they can obviously activate/deactivate powers at will.

Sasuke with 8.5 bijuu lost to exhausted Naruto with half kurama. Since then sasuke lost bijuu chakra and Naruto gained complete kurama, Naruto >>> Sasuke, stay mad.
