As far as the tailed beast I think they should live at a place like the toads(people can't find the toad village unless they know the secret route) with naruto being the only one to know it and be able summon them from there for a reason or just reverse summon himself there instead plus put a chakra isolated barrier(something like what was use for the hidden cloud giant turtle) so sensor type shinobi's can't sense the beasts powerful chakra

Hell Naruto is the closest an answer to pains question as of now.

Pain was weak at the time he asked Naruto the question and he wanted to know Narutos resolve for peace. Since Naruto had that resolve he entrusted everything to Naruto with his life as well.
