Well thing is, Minato is more than likely faster than Raikage without the FTG, as seen with the Raikage vs Sasuke fight, Raikage was fast enough that Sasuke couldn't keep up with his sharingan. Now if Naruto is fast enough to outrun Raikage and also cause a yellow flash (Which is what Minato was known for) then you can also take from this manga chapter

That Minato is fast enough for Madara's sharingan to not be able to trace it, since Minato used his speed instead of FTG to save Naruto, and Madara commented on his speed being able to live up to the Yellow Flash moniker, which means he more than likely had no clue what happened until he seen Minato did in fact save Naruto.
Not saying you're wrong about Naruto having a different version of FTG (Anything is possible) just right now more proof points to it being only speed, unless Kishi tells us Minato's speed is slower than A's speed, in which case he hasn't and since both Naruto and Minato leave behind a yellow flash with only their speed and not teleportation involved, it's safe to say they are both around the same speed which means they are faster than Raikage with just normal speed.
