I think it will be Sasuke's time to shine. Naruto will be working right along side of him and won't be fodder though. As a rogue ninja Sasuke needs to get some feats in battle to show the villagers he could be hokage. He cannot become hokage without the acceptance and acknowledgement of the villagers. Sasuke is going to have to prove he deserves it.
