Naruto without Kurama and without sage mode is not even jōnin level in my opinion... ok maybe...maaaaaybe jōnin, Kage no way. With SM, no kyuubi ... I would say... equivalent to S rank. Naruto beat Pain in the end because of Kurama... I don't think he could have done that without kyuubi's help. Kakashi kicks the shit out of Naruto (Naruto with no SM and Kyuubi(assisting him in anyway possible)), he's just too smart and experienced for him...and Kakashi, despite his lack of showing it, is Kage level...
Naruto even without the kyubi would still be kage level

No one is really strong without their "special" abilities...Naruto without SM/Kyuubi is like saying Sasuke without his eyes/Uchiha blood-fireball
Like saying Kakashi without his Sharingan
Like saying Pain without the rinnengan
Like saying Tobi without Space-time travel
Like saying the Sannin without their summons
Like saying Taijutsu users can't use taijutsu.

to all the haters lets remember that narutos chakra is blue the nine tails red and when together gold what color is the rasengan blue so its not nine tails chakra. Also the nine tails boost narutos healing not speed but naruto can use that chakra with his own to boost power. naruto is stronger than his father and mother b/c he has both there strong points. and a kage in the leaf is not the strongest but the most devoted to his village hence naruto is kage worthy.

Naruto without the Kyuubi is Low Kage, Or Mid Kage at Best with SM. Without SM he is at Best a Jounin.
Kakashi Is Low Tier Kage himself, kakashi > Base Naruto, "surpassing" Someone Doesn't mean you can beat them.
base Naruto has Only "surpassed" Kakashi and Minato in terms of Taking Rasengan to the next Level, Nothing more.
Also Creating A Jutsu from Nothing is Alot harder than Learning Existing Jutsu's, Thats why Naruto Learnt it Quicker than Minato.

Saying Naruto learned the technique faster than Minato is pointless. Do you know why? Because Minato invented the rasengan, so i'm sure he had to work out the bugs all by himself.
As for Naruto learning the RasenShuriken, this was impressive and it did make Kakashi feel like it was time to pass the tourch. But if you notice, Naruto has the fox eyes whenever he does that jutsu, except that his eyes are still blue.
Naruto did beat Jiraya in learning the Sage mode technique, im not gonna argue there, im not gonna say he surpassed jiraya though. Even though Jiraya was killed by pain, Nagato said himself that if he didn't have his 'Six paths of Pain' secret, he would have probably lost.
Naruto would not beat the Kages without his Nine Tails Chakra. The Raikage would have taken him out easily had he not had Kyuubi mode, and Naruto certainly would not stand a chance in hell at beating sasuke if Kurama was not there to aid him.
Saying Naruto is a boss without Kyuubi, is somewhat true, but lets not get crazy.

Naruto without kyuubi has his shadow clones, transformation technique, rasengan, rasenshuraken, toad summon and sage mode .
He also has a naturally high chakra reserve due to being an uzumaki.
So I'd say he is at least s rank or low kage .
But I do believe he has a problem with his speed ( let's just wait and see if kishi will let him learn FTG *sigh*l )
