That's not the point. Tactically, Naruto's best bet is the use the strongest attack that he could in the situation.

You need to think deeper. All it would take is a simple panel showing a reason why Naruto didn't use something stronger. It could be because he exausted charkra but still had enough to do SM. Here he might only be able to use the Rasengan. Or maybe Tobirama can't transfer people with active charka in their hands. Point is, we need something, anything to explain why.

Plot is just an excuse. There is no reason for it.
