I understand your rationale but both characters modes are basically about Chakra.
Sasuke for example, is he in Base mode when his chakra is exhausted ?
When his powers aren't at 100% what does it means ? It can't be base mode, or can it ?
Naruto in Base mode can upgrade to RSM, it doesn't mean he is accessing Rikudou Chakra, is it ?
Throughout the Manga we have seen Naruto accessing different types of Chakra, being it vs Neji (substituting his chakra with Kurama, a much poweful source of chakra than his) or vs Pain (Nature chakra, kurama chakra and then base mode).
Same with Sasuke, his chakra changes across time, Karin states this when his Susanoo appears at the Kage summit.
So basically they just keep adding layers of powers to their states. RSM is just something they access when they want to be at their peak, it doesn't mean its always on.

You do know by your logic Sasuke didn't have a base from the moment he took Orochimaru's drug in part 1 which not only gave him access to CM lvl 2 but boosted his base stats. Tsunade and Sakura both believe that Sasuke's growth in the 3 years time skip and said it was most likely due to drugs or forbidden jutsus.
Sasuke can increase his Chidori's power by adding more chakra and with use of chakra control; Kakashi mentions he could increase Chidori's power while explaining it to Naruto

. Sasuke's chakra is powerful as well; it gets more powerful as he went from 3T to MS to EMS to Rinnegan so Sasuke chakra being stronger and him using more chakra is more reasonable. Sasuke's base is when he doesn't have any Doujutsu activated. Hagoromo's Yin chakra took the form of a Rinnegan for Sasuke while Hagoromo's Yang chakra took the form of Rikudo Senjutsu. Naruto base is where he has nothing activated to enhance his stats; Hagoromo's chakra enhancing his body to a point where it's stronger than before would still make it base. We haven't really seen anything implying Naruto's base was enhanced to such lengths; Naruto's own chakra was absorbed by the god tree and he used up the little he had left as Yin Kurama's said Naruto chakra was low from fighting in the war; he was using Yin Kurama+natural energy and probably the other 8 Bijuus chakra in RSM.
That's incorrect. There's no 'drug' that boasted Sasuke base stats. Sasuke stats was boasted when he used the cures mark. There's a lot of things said during the manga that was never proven, this is one of those things..
That's what you call chakra growth.. His charka didn't grow from attaining the levels of sharingan, if his speed and strength wasn't enhance by the levels of sharingan then it's still considered base.
The last paragraph is all over the place so I'll just disagree. Plain and simple, either they both have a base or neither, you decide.

I know Sasuke was using the CM at first, after that he went back to his base and was fighting better than he was on the rooftop fight which shows increase in his stats and skills. Sasuke was pretty serious in the rooftop fight and even more in VoTE (he used Chidori in the rooftop fight even though it's used for assinations). Sasuke didn't train inside of that box, Naruto was just fighting to prove himself while we seen clear anger in Sasuke in the rooftop fight.
Well when the world wide expert on medical ninjutsus which includes poisons and cures thinks Sasuke's growth is not normal and is the product of drugs or forbidden jutsus, it means something. Orochimaru even admitted that he experimented on Sasuke while talking in the war arc. Except that his speed did increase, how else do you think he cut JJ Madara when Sasuke didn't do any training from the Kage summit where he couldn't physically react to A? JJ Madara was slowing down but Madara still praised his speed. Chakra growth is what happened with Naruto with Hagoromo's chakra, the actual ability it gave Naruto was Rikudo Senjutsu and understanding of chakra.

Even before he had SM at his disposal all the time, just like Dojutsu to Dojutsu users...
