Naruto deserves the title of Hokage

Yeah, he needs a powerup. His most likely are; Perfect Susano'o, Yata Mirror + Totsuka Blade, Rin'negan, Uchiha Clan Ancestor, New EMS Ability or the Juubi/Kyuubi Yin Chakra. The final one is the most unlikely but having the Juubi might equalize the two the best.

I don't think Naruto has the smarts to be a hokage even up this point. He showed a lot of maturity during pain invasion, but then he goes back to being goofy.

From the actions of Hashirama and the attempt by the elders to make Jiraya Hokage, I would say being serious and not goofy, isn't a requirement for being Hokage.

He isn't leading, he has only given orders once and that was because of a single strategy that failed for the record.

Plus you have to be powerful to be a Kage, Shikamaru is no where near strong enough to be a Kage.
