Lee. To be honest I don't think Naruto had any freaking clue what he was doing in his fight against Neji U_U. But I will give it to Naruto for quick thinking at the end, but Naruto is too much of a charger Lee just low sweeps him lol.

I'm going to have to go with Lee, and I'll explain why.Thinking back of Naruto during the chunnin exam and Lee during the chunnin exam we look at two things.

Lee: already fast enough to get around gaara's sand and strong enough to beat Sasuke. he can use the gates and he has the forward and reverse lotuses. At this point he is Top 3 with Sasuke and Neji.

Naruto: Has just gained access to the demon foxes chakra although he doesnt know what it is or where is comes from he can tell that the power he gains is immense. but when you think about it how does he access this power he has a huge emotional change whether is be sad or mad it loosens the seal and lets a tiny bit slip out.

Now when you compare those in a fight Rock Lee would be constantly insulting him or have tried to kill hinata to push him into demon fox mode so if he went gates to win then naruto wouldn't be able to survive the reverse lotus that gaara with his sand shield and armor could barely survive.
