The Kononoha 11 is the title given to the 11 shinobi of the Leaf Village charged with tracking Sasuke down. They viewed it as their responsibility to take on Sasuke since he was from their class and a peer.
Four teams minus one member[Sasuke]=11.

Team Kakashi
Team Kuranai
Team Asuma
I think the title was only actually used in the anime though.
