No way, part 1 was grim, dramatic and detailed, it only turned bad during the Pain Arc where fights became more generic. Look at the Susanoo in the Itachi fight and compare it to the one in the War Arc, the detail is shockingly badon Sasuke's Susanoo

I've been rewatching part 1.
Aside from a few select episodes, the animation is not very good. It got hilariously bad after the canon episodes ended.

The Susanoo effects weren't done by the exact same people. Comparing them is pointless.
