just click forums on the homepage and then click a category in which you want to post the thread in and it should say Make new thread somewhere near the top of the page. If you need any more help just ask.

go to Forums at the top and then the section which you thread should lie. e.g. Naruto Discussion and then click on the New Thread button. Look for it.
