I'm pretty sure Naruto held back at the very end of that fight.

And for some reason, I think he'll do it again in the upcoming one.

I agree with most of you, naruto did hold back so did sasuke, it was a great fight.

first things first. Sasuke acknowledged him as an equal and said that naruto couldn't put a scratch on his headband.
thats pretty much what naruto did proving that no one is superior and that they're equal.

Naruto wasn't trying to kill Sasuke at the Valley of the End, he was trying to bring him back, that is why Sasuke won, besides, Naruto only scratched Sasuke's forhead protector, because Sasuke said he wouldn't, if he had aimed at Sasuke's chest his Uchiha heart and other innards would be spread out across the ground. Please use your brain instead of your overwhelming love for a frail skinny pale emo anime character, they will be equals in the end. It's getting annoying trying to have to get this through Sasuke fans heads over and over.

Naruto had no killing intent because....
When he beat Sasuke and held him up to a rock by his neck, he didn't try to kill him, he started talking to him. I remember Sasuke getting a similar opportunity and using Chidori on Naruto, imagine if Naruto used Rasengan.
Naruto also willingly refuse to tap into Kurama's power for a while because he didn't want to fight Sasuke.
At the final clash, Naruto aimed for his forehead protector.
Frankly I think plot no jutsu was in play since Naruto fell unconscious when he's supposed to regenerate damage while using Kurama's power.
It also wasn't fair since Naruto had been fighting many opponents before he came so was sufficiently fatigued, he was even breathin heavily when he came to meet Sasuke and the valley if I remember correctly.

Well both of them have different intentions so I guess that has a lot to do with the result.
