Sasuke's techniques are not only limited to 1 vs 1, he doesnt have the required chakra reserve to match what nagato did.
Similarly although naruto has the chakra reserve, he isnt very smart.
Even if he makes 14 km clones, they wouldnt be able to do enough damage until they eventually diffuse.

Well, Naruto individually. Yes.
Sasuke individually. No since Naruto would come and beat him.
*Pulls out flame proof shield.*
14km clones are more than enough for Naruto to destroy konoha and every single person in it. The only ones i can imagine actually standing a chance are tsunade, kakashi, gai, neji, shikamaru maybe? and thats about it.
And none of them are at the same caliber as Sasuke nor Naruto.
Naruto and sasuke would win.

Since when has sasuke not had enough chakra for a large scale technique
Since he has EMS and thats supposed to make the MS techniques not cause damage to the user then he could just spamaterasu all over konoha right
Not like hes shown a limit to using that technique really other then the pain it causes his body

14 km clones. Remember the clue; CLONES.
Firstly it wouldnt be a 1 vs 1 fight. 1 clone would possibly be fighting 30 people at a time. Obviously we can just estimate the population of konoha.
Neither naruto or sasuke have the relevant ninjutsu's to cause mass destruction in an instant

Allow me to explain.
What people fail to get is that, if you go back to pein vs konoha, the 6 paths didnt really kill alot of people in konoha.
The true damage which resulted in many lives lost and dozens injured was deva realms ultimate shinra tensei.
Its all about how much damage you can do to the environment which will result in as much fatalities as possible.
Neither naruto or sasuke have such a technique that can cause mass destruction.
In fact i believe deidora can do alot more damage to konoha than sasuke and naruto and i dare say even pein.
Also i need not list 5 people that can go up against naruto or sasuke, but there isnt one. But also they would be fighting a whole village

You dont exactly need to have a super explosive and destructive jutsu to kill all the people in a village. At the moment there is absolutely nobody that can match Naruto nor Sasuke. Even if they have to destroy a entire village filled with people if all of them are gennin or crap like that.

You still dont get it do you. If they were to go into konoha and try and defeat every ninja there they would fail miserably. If they had a technique which would allow them to kill as many people as possible without needing to actually engage in combat then they could actually win.
You are thinking about naruto and sasuke fighting everybody 1 vs 1 and this is far from the case.
