Naruto and Sasuke still possess the ranking of Genin. However, both are [arguably] Top 10 material. In addition to those two, I believe that Kabuto is also a Genin. This places the Rank 1 Shinobi [excluding Rikudō Sennin]. Obito, I believe is a Chūnin and in his full potential, I believe he is Rank 2. Interesting how Naruto, Sasuke, Kabuto & Obito are such influential shinobi, so powerful and young, yet they lack a sufficient ranking to suit their power and ability as a shinobi.

Actually, Sasuke is S-rank missing nin. He isnt a part of Konohas military enymore, so why should he be classified as Genin by them?

And yeah, Naruto is still Genin, but currently ranks have no meaning in manga. In fact, after Pain invasion Naruto was considered more like a village hero than anything else.

Naruto is a special case, where he is the jinchuriki, and the hero, and a Hokage candidate. He doesn't need the chunin exams anymore.
