Not to all humans, there are exceptions here and there. A genetic disorder of some type can even prevent that. And also , the stage of puberty is varied for different people, there is no certain age.

You were generalizing puberty.. and i simply said it doesn't happen to all the people that way.. in fact there is a range from where it starts.. its not a general thing either. Only did it since you were focusing on the word to word definition, which you can tell from the OP wasn't being used here.. Facial hair itself is part of puberty.

Provide me a manga scan showing Naruto's sexual growth, because otherwise everything you are trying to defend is just made speculations based on a non-existing hype. Since facial hair has nothing to do with puberty according to you.

I meant in general with the teens thing. As for the facial hair, that is not quite as general as saying that puberty starts around the teens. I probably should have also said pre-teens, but I was using the word teen in a similar way to how people say "man discovered fire" when they are really referring to all of humanity and not just men.

Either way, it can be proven scientifically that puberty starts for most people around their early to mid adolescence.

Meanwhile, facial hair is more of a destiny type thing. If you grow it you grow it. If you don't then you don't. You can in fact live to 100 though and never grow facial hair. Therefore by your logic, a 100 year old that never grew facial hair never hit puberty which is totally inaccurate. No, not everybody that doesn't grow facial hair has a disorder. Some people just legitimately don't grow it.

No, Facial hair is a general sign that the person is going through puberty.

you see you gave me a general range of age. It can also be proven that alot of people grow facial hair or start growing facial hair in that specific range. Facial hair growth starts in puberty, that is a scientific thing about puberty, along with the growth of hair on other body parts.

The reason you would live through 100 without growing a facial hair is due to a disorder of genes, something called being an exception. Just like some people hit puberty at 18 or after 18. Some start puberty at the ages of 9 -10. There are always exceptions to a law, but there are also majority factors to that law.

XD. By my logic, that is applied to cartoons, or am trying to apply to cartoons, in the context of non-facial and adult looking growth, Naruto and others haven't hit puberty.

Just like you claimed puberty = teen, and expected me to get the context of your usage of puberty. I simply stated puberty = facial hair, in a humorish method, to make the point Naruto and Sasuke look like kids to me. <<< this is something you would've understood by reading the OP as a whole, and see what it was talking about.
