tobi can't use IWR dude. naruto vs nagato in the past was only one naruto he was not using his summons or hiss other 11 clones so he was using a very little of his power. look in less than 5 minutes how much he is taking care of the battlefield. And madara has the techs to suppress the beasts and also take control of them as well. So it comes down to madara v tobi which can actually turn out any way and naruto v nagato which is naruto especially with his new powers.

First of all naruto is fighting like at5% chakra/power cause of all the chakra he wasted in the war naruto 100% owns nagato and just 2 let u know madara has ems and rinnengan and can use the, at the same time
