Name me 10 characters who can survive this attack and barely phased by it?

I'm only going to choose those who would actually be hit by the attact, not ones who use other things as shields or dodges it.

1. Kabuto: Liquidfy+healing factor
2. Hashirama: healing factor
3. Tsunade: healing factor (Katusyu healing her, her seal, just healing)
4. Sakura: same as above, with high chance of it failing.
5. Naruto: Biju mode cloak
6. Jubito: Needs sm chakra to hurt him
7. Madara: healing factor
8. Third Raikage: his body is tough, but he would be in a LOT of pain.
9. Killer B: Biju mode
10. Yagura: Biju mode implication
11. Minato: his biju mode
12. Orochimaru: his body shedding or his 8 branches technique
13. Hebi Sasuke (body shedding, post Hebi would need susanoo to tank it)
14. Mu: his splitting ability
15. Kakuzu: if just one heart survived, he'd be alive but dying.

MAYBE, Jugo: This is highly improbable, but he did tank two punches to his body that caused a hole to in his chest. While highly unlikely, I won't count him out.

However, there are other's that could easily protect themselves against it like:
The susanoo users: just summon susanoo lol
The ftg users: teleport away
Kamui users: teleport away, or in Kakashi's case, kamui the attack.
Gaara: sand shield.

Awesome replies, some really great defences I had not thought of, I agree with most of them except for raiton cloak I think the water would actually electrocute the user not to mention wind is in there too slicing and cutting.

Water would just increase the power of the lighting. But yes, the wind could outdo the lightning armor. Only one who COULD tank it is Third Raikage, and that's a big if.
