Minato would be an obvious choice, but I think it's boring to include him He has experience fighting Tobi and fought on par which few characters would manage.
I include Shikamaru because Tobi needs to be heavily outsmarted and I think he has potential to land a shadow on him if he teams up with 2 other great shinobi. Tobi's greatest strength is he feels when he's being outmatched and can simply teleport away. Kakashi is very versatile and also smart + decently fast (and Sharingan). Bee is fast too and powerful and he has the eight-tails's ancient wisdom
