i think it took nagata and the others so long because nagato never did it in person. he would always use god realm whivh probably lowered the potency of the jutsu as he was in a whole other country. it also is the fact madara was the original owner. i still think nagato was the best with it though. madara had limbo though, which gives him that advantage.
