Obito's kamui was figured out the quickest by Sakura - she worked out the duel perspective within seconds. This is something Minato never did. In fact, it took Kakashi 200 Chapters to reach the full conclusion. Danzo's guards figured out his ability just as easily. Sasuke, who never fought him and simply ran through, figured out that he had phased through and that he wasn't exactly transparent.

My point being, it's all about feats and Minato has too few of them. But I am still being generous here. kakashi is not smarter than Sasuke. I have no idea on what basis people even make this claim, given Orochimaru's admiration of the young Genius, when he was only 16.

Figuring out how to do the Rasengan from just looking at a Tailed Beast Bomb is another testament to that intelligence.
