he didn't, he only revived the people he killed in konoha

There had to be a limit on how long he had to bring someone back to life before it was to late or else some would question why he didn't bring Yahiko back to life.

i believe there is a limit on how long but also that jutsu would have messed him up severely hence madara saying i hoped he would "save" that jutsu for me...i expect pulling that off was a one off thing in his messed up condition or not

his summoned monster , takes the soul ( eat them ) so when nagato mind was open by naruto he returned all the soul it ate
but kakashi was returned by god not nagato
and jarayia were killed not eaten
