The paths are all he has to use, he just never had the time to perfect them except by using other bodies because he was crippled and was sick. The paths are unique to nagato. No one else has shown to be able to use them except for one time when madara used preta path. And it could've been a different type of jutsu. On top of that his chakra was split in between six people on top of having to transmit it.

Almighty Push
Universal Pull
Planetary Construction

This is proven when, the Deva Path Pein displayed the ability to use CT despite the fact that each path can only use Rinnegan abilities that match their respective Path...
you do not see Preta Path ripping out souls...
