So, this isn't a general versus thread, this is discussing something else.

Here's the question I'm asking: Who had better usage of the Rinnegan?

I'm personally going to stay unbiased in this thread and see what you guys have to say about this.

Some feats. Not all.

Nagato
Mastered all five nature transformations at the age of 10.
Full Manipulation over Six Paths of Pain
Ability to use Outer Path

Tobi
Made Jinchuriki his Six Paths of Pain note: Couldn't use it as well as Nagato.
Improvement made to Outer Path
Ability to interrogate improved through Rennigan

Disagreed with the note. Nagato probably wouldn't be able to control Gedo Mazo, his paths, and 6 Bijuus at the same time.

But overall, Nagato, till proven otherwise, is the better user.

At the moment, through feats you can say Nagato.

However I say Tobi. I think Tobi exceeding Nagato's skill with the Outer Path (the chains) is a sign that he'll show more than Nagato could do.
It is possible that Madara showed no Rinnegan and Nagato was rushed, all so Tobi could show the Rinnegan.

Perhaps this stance isn't the best at this juncture because I am giving Tobi the benefit of the doubt. However saying Nagato uses the Rinnegan, or can use the Rinnegan, better than Tobi doesn't sit well, imo.
