Itachi takes it for sure. We've never seen a healthy Itachi and owned everyone he encountered. A healthy Itachi will make Nagato his pet.

Just because Nagato has the Rinnegan doesn't mean he is stronger than a Sharingan user. It's just a weapon and a weapon is as strong as its wielder is as was stated by Zetsu. Itachi can observe and react to things Nagato throws at him as we've seen in the fight between Itachi and Nagato when Itachi found the weakness in no time of that blabla i suck everything up thingy while Bee and Naruto were standing there like brainless zombies who didn't know what to do.

And Itachi's Yata mirror can deflect any jutsu and his Totsuka blade can seal Nagato as we've all seen.
