its controlled by tobi thats why he has the rods and 2 if the beasts don't count cos its not tobi's power then why do you not take away nagato's eye since its from an uchiha(madara) xd.

And tobi's space time is not strong its defense mainly he can avoid everything nagato throws at him and nagato is fast enough like minato to actually hurt him where as tobi can easily counter attack with the rinnegan.
