it WAS always implied that he was the most powerful non- edo character.....but now since tobi and madar have duplicated what nagato was, they are now even more powerful than him, theoretically speaking, i have yet to see them use the rininegans full power to the extent that nagato did.

IMO; Nagato would be powerful than all the Senjus/Uchihas [Except Hashirama, Tobirama, Madara and may be Izuna] 
Well technically nagato should also be able to use Madara's sharingan techs.
Kishi nerfed nagato by not allowing him to use them, With Rinnegan + sharingan techs, he would of been almost unbeatable.

It's because he doesn't have access to the Sharingans techniques. Madara can change the level of his Doujutsu always, while Nagatos Rinnegan stays activated in that form. Madara basically has two Doujutsus, the Sharingan and Rinnegan, he can switch between them, Nagato can't, he has only one Doujutsu, the Rinnegan. Though Madara was using Susanoo with the Rinnegan, it's still a power he obtained with the Sharingan and can use it as an aura around his body while the Rinnegan is activated.

madara's techs are on a different scale from nagato's because he was the 1 who originally awaken rinnegan

Madara is going to give Naruto and Bee hell. Naruto is overpowered now, but this is looking like Deva path vs Naruto all over again only worse because Madara can switch his eyes or use both at the same time. I wonder who is going to save him this time?

Madara has already used sharingan tech (susanoo) while having the rinnegan active, even using perfect susanoo, This proves a link between his rinnegan and sharingan.
Madara's techs are in his Eyes, they All should of been transferred, If madara can use the susanoo with the rinnegan active, nagato should also be able to.

Rinnegan is just a support to the stronger MS techniques, such as Madara has shown.
Also, compared to Madara, Nagato is a complete noob at using the rinnegan.

Actually that's not true. Just like every other part of the body eyes grow. I just did a search on google.Eyes are the only part of the body that never grows through your lifetime buddy
