Kirin needs thunderstorms to accumulate so Sasuke can use the tech. So, Pain would have to ignore the chakra build up and Sasuke utilizing the storm clouds (which the Rinnegan can see chakra manipulation). Also, Nagato does have that tech that can blow clouds away...Shinra Tensei. *blows the clouds away, no Kirin*. Plus, he could activate a Shinra Tensei shield to block it.

By the way, science equations are negated when human beings, in an anime, are spouting flames out of their mouths and flying...

Itachi had atleast 5 minutes to prepare from it, Nagato knocks the clouds away easily with in that time. Itachi didn't react to lightning, he had time to prepare for a lighting attack. Big difference.

So let me get this straight. Kakashi can react to lightning and cut it before it reaches the ground, but Sasuke's arrow is too fast for him to physically react to. So Sasuke's arrow is faster than lightning. Not to mention Kirin takes the lightning of an entire thunderstorm, yet people think there is no difference between it and a single lightning bolt.

You cannot apply real world science to a fictional manga.

Kakashi cut lightning in half with his own lightning hand, and suffered no damage. Science just doesn't work in this Manga.
