Because people think 8th Gai Gai is stronger than it really is. KM Naruto (Yang Kurama) full speed is faster than 8th gate Gai, it's a flash that's compared to Minato's FTG. RSM (full Kurama)>BSM (full Kurama)=/>RSM (Yin Kurama). Also S/T jutsus are considered in a ninja's speed since in the manga ninjas considers it wen talking about Minato's speed (A called him the fastest).

As Kaguya's chakra decreases, so does her speed.

Regardless, the times she was blitzed was when she was low on chakra. Or perhaps I'm missing a time where she was blitzed at full power.
