My Tier List - Unbiased

Rinnegan Sasuke needs to stay a Tier below Naruto, but he needs to be a tier above 1 Rinnegan JJ Madara.

Without access to the full power of his Doujutsu, he can't hope to take Sasuke on. Onmyoton and other Elemental Techs won't cut it.​

Pretty accurate, but I would change this:
- Itachi to tier 8 instead of 9.
- Swap Orochimaru and Kabuto with Edo Madara & Hashirama and set them in tier 8.
- Gai, SM Jiraiya & Six Paths of Pain to tier 9.

I don't know why I put Orochimaru/Kabuto over Madara/Hashi. That will be changed.

I don't agree with putting Gai to tier 9. SM Jiraiya was not on my list, but he will be added. Six Paths will be moved also.

Now that I think about it, I think Konan should actually be a tier up. Not because Sakura, or whatever. But because she almost solo'd MS Obito

False! Plot no jutsu aside, the only reason Sasuke dominated one rinnegan Madara was because Naruto sealed Madara's limbo clone. If Naruto is not there to deal with the Limbo clone then the fight between Sharinnegan Sasuke and One Rinnegan Madara becomes even.
