My Tier List - Unbiased

This is my Tier list. I will put little to no bias on this tier list. The characters in each tier section are not ranked above eachother (See Tier 2 for an example on what I mean). I will not be adding 8th Gate Gai anywhere on this list for obvious reasons.

No I didn't. In fact, I even put Naruto above rinnegan Sasuke. I only put Bijuu Sasuke on the same tier as Naruto.

All though, I must admit, I did start to get lazy around that area. I will change somethings up.

Madara should be on top because he can change to Kaguya.

Pretty accurate, but I would change this:
- Itachi to tier 8 instead of 9.
- Swap Orochimaru and Kabuto with Edo Madara & Hashirama and set them in tier 8.
- Gai, SM Jiraiya & Six Paths of Pain to tier 9.
