I don't have sisters so I don't know how to approach this. I think the best course of action is to find out why? Is it the company, is it because it's portrayed as cool, is it a tension release? Etc. After you establish that remove the enabler(cause) and replace it with something better(occupier). That way they may stop and thank you for it but whatever you do don't use force, if they're stubborn they'll do it to rustle you. And if you're rustled which you mostly are they've already won and you've lost your authority.

Don't confront her aggressively. Ask how much she smokes and why or how she started. It could be duo to stress (good chance of her stopping all by herself eventually) or bad surroundings (tough to deal with).
If she's underage tell your parents.

Dont be a lame-o and try to reprimand her for it, because then she is just going to chief even harder & smoke like a chimeny stack back in the steam days...
Just tell her you know like "lol u smoke? k" & tell her only smoke good haze, sativa, clean high.

They old enough to smoke if they want to. Tbh i don't find the appeal to it, but i can't say anything cause i still smoke every now and then, i'm stupid like that lol.

We just broke all her cigs in half/crushed them/soaked them and she eventually quit.
Have a calm discussion with her first. Maybe something is stressing her out, maybe she hasn't even thought about how it would affect you or the rest of your household. If she refuses to stop ask her to at least respect your choices and only smoke outside.
She's 21 though. She's allowed to make her own choices for her own body. All you can really do is ask her to respect yours.
