Try to find out the reason on why they smoke and then you decide the best course of action.

I don't have sisters so I don't know how to approach this. I think the best course of action is to find out why? Is it the company, is it because it's portrayed as cool, is it a tension release? Etc. After you establish that remove the enabler(cause) and replace it with something better(occupier). That way they may stop and thank you for it but whatever you do don't use force, if they're stubborn they'll do it to rustle you. And if you're rustled which you mostly are they've already won and you've lost your authority.

We just broke all her cigs in half/crushed them/soaked them and she eventually quit.

Have a calm discussion with her first. Maybe something is stressing her out, maybe she hasn't even thought about how it would affect you or the rest of your household. If she refuses to stop ask her to at least respect your choices and only smoke outside.

She's 21 though. She's allowed to make her own choices for her own body. All you can really do is ask her to respect yours.
