right after i got off of school, i decided to create a couple artworks of sasuke
it took me a few hours and i had to constantly email it to myself from my computer to my phone and vice versa to see my progress because my computer screen has a yellow tint so i can't see colors on my moniter very well

but anyway, here it is

Nice, keep at it and you'll improve. :)

I think I could help minimize time a bit. Dunno if you made the lineart or it was one you found.

Anyway:
Use the wand selection tool on the areas of a certain colour (e.g. Skin base) and expand the selection by 1px hit Shift + F5 and it'll bring up the fill menu. Make sure it's got foreground colour selected and that said colour is the appropriate one and click okay. Repeat for hair and such.

To shade quickly you could create a layer above the areas set it to multiply and opacity to 25% and just use black. If you make the layer above the area you want to shade and right click -> create clipping mask it'll only show on the layer it's clipped to. The pen tool would be the easiest and quickest way to shade imo after selecting an area you right click and fill.

The right MS is slightly off but other than that it looks great. It beats anything I could draw.

Not bad, kinda basic though.
Now remember in painting there is only light, where is falls on is bright, where it does not is dark. Try to work on your shading, because the painting is kinda flat, light and shade is one of the things that make a painting stand out, keep practicing and you'd do good
