Listen to this guy; I'm pretty sure he's right. My memories are a little sketchy, so don't trust my words 100%.
Although, I still don't know why Toneri targeted Hinata and Hanabi in the first place when there were other Byakugan users that time (he actually fought some members of the Hyuuga family at the beginning of the movie). Surely, Hinata and Hanabi were special in some way, something that separated them from the rest of the Hyuuga family.

Toneri targetted Hinata and Hanabi because they were members of the main house, and heirs, making their byakugan of the utmost purity. It was mentioned that the byakugan of the main house is especially compatible with his Otsutsuki body. In the beginning of the movie he was seen attempting to get an answer from Hiashi, presumably involving saving the Hyuuga in exchange for their betrayal of the world. This is supported by Hiashi saying "The Hyuuga's answer is this!" and subsequently attacking Toneri.
Hinata in particular seems to have been targeted for solely being his wife. He planned on walking the remains of the world with her by his side according to his databook entry. Hanabi was targeted for her eyes, and for potentially being a second wife (he was the only living person alive on the moon, and with only himself, Hinata, and Hanabi being alive after the destruction of humanity, he probably planned on restarting civilization with them. Because of his Otsutsuki upbringing he would undoubtedly maintain the main house/branch house tradition, with Hanabi bearing the children of the branch house.)
