Before I start:

- I tried to position every character within their respective tier from strongest to weakest, a lot are easily interchangeable.
- Some characters may come in multiple forms, but I tried to keep this at a minimum.
- No Edo's
- If characters are missing, chances are they're lame.

Let's begin.

I'm prey sure the 9.5 point difference in the DB makes it obvious Zabuza smacks Haku, but never mind me.

7th Gate Gai and Healthy Itachi should move up a tier, both of them can beat people in Tier B. Danzo is easily Tier C with KA, it is part of his arsenal and being overpowered doesn't make it an exception.

I think that the databook only shows how well rounded they are. But it's not reliable to measure power. Asuma and Kisame have the same 32.5, but there's a huge gap between them. Kakashi has a 34.5 while Zabuza has a 30.5 , and still their fight was even.

Tho Zabuza still shit smacks Haku anyways.
