Note: I have made several changes to this tier list compared to the one I made a year ago.

For one, Sasuke got the perfect susanoo, Naruto got BSM and the Sasuke + Juugo combo deserved its own spot on the tier list.

I have merged the high jounin and low kage tiers because they were pretty much the same power level. What I did was move Hiashi and Kitsuchi up to low-mid kage level. I ended up dropping base Gai to mid jounin tier.

Sakura got the Yin seal power up so I left EP2 (early part two) Sakura at high chunin tier and put the new one at high jounin/low kage tier. Tsunade got dropped to low-mid kage level, down from mid kage level.

Before Tobirama had any feats, I had estimated him to be on high kage level, just a bit below the likes of Minato and Itachi and now that we look at his feats, my estimations on his power level came true.

Putting Shino and Haku up to mid jounin tier because their Shippuden feats are rather underestimated even though they had very little panel time in Shippuden.

*I am placing current 3 tomoe Sasuke and Hebi Sasuke at the same level. Even though the current 3 tomoe Sasuke lacks cursed seal, it means he has better stamina. Even though Hebi Sasuke had Manda which is superior to Aoda, Aoda wa actually loyal to Sasuke so having Aoda is more useful for Sasuke. Last but not least current 3 tomoe Sasuke has hawk summons while Hebi Sasuke does not. Current 3 tomoe Sasuke also has better speed/reaction feats which could be attributed to EMS but I consider base Sasuke to have any precog granted by his current level of sharingan, which is EMS.

Deidara lacks versatility and he was running out of chakra alongside Hebi Sasuke. Furthermore, he only has a limited amount of clay. Also his OP attacks have quite a bit of prep time to initiate.

I agree with your suggestion since I actually had more people in this tier such as base Hashirama and EMS Madara without Kyubbi but then I decided to move them up so I'll move Obito with jins up as well. I also added a Rinnegan Obito with Gedo Mazou on that same tier where I first had Obito with jins.

Good list overall I just have 5 issues that if you can address may help me to see why you place someone where they are.

-MS Sasuke you placed in High Kage, when the Current Kages were able to defeat him, and Danzo as well and you placed them lower than him. IMO MS Sasuke is Mid Kage or Mid-High Kage at best

-Gai w/ Gates is a beast, floored Kisame and deserves to be Mid-High Kage along with his rival

-Early Shippuden Sasuke isn't Low Kage level IMO. He can't compete with most of the people in that list that you made. And I'm not hating on Sasuke ether, IMO Mid-Jounin or High-Jounin is good for him

-Base Gai is High Jounin at least. I don't see how he could be any lower than that

-Kimimaro is not High Jounin level. Base Gai can defeat him, IMO Kimimaro is highly overrated but that's just me
