My Personal Naruto Tier list as of Dec 2013

I don't see how Obito with jins defeats base Hashirama, BSM Naruto or BM Minato. Hanzo was hyped to be above the level of Orochimaru and Jiraiya who are mid-high kage tier shinobi. Jiraiya's seen Itachi, Minato, Hiruzen Prime and has intel on many shinobi throughout his life but he never felt anyone of them would hold a candle to Hanzo. I already talked about Izuna with Tartarus. I followed your advice and moved 3rd Kazekage down. Danzo fought on par with MS Sasuke who is one tier higher, I'm not moving him any lower. What is so great about Kakashi? He isn't invincible and other than Kamui, his techniques aren't OP. People like Ay and Danzo definetely beat MS Kakashi and he doesn't have the firepower to compete with people any higher.

I believe that obito beats a base hashirama & the juugo/sasuke combo, he would be below BSM Naruto.

Btw Last time I looked at the list obito with jins was below madara w/o kyuubi so that's why I said he should be higher, now its not as big of a deal because its only a two space difference.

Kakashi's sharingan already puts him on a level above most, his ability to copy basic ninjutsu & his skill with kage bunshin feints makes him dangerous. He's a sensor, via his dogs & his raikiri was able to cut through cloaked bijuu arms while the sword of kusunagi failed to penetrate that same material.

Raikiri alone makes kakashi deadly, considering how many times he can now use it due to his massive stamina increase during the war. & mentioning kamui briefly, its one of the fastest attacks in the manga so to consider kakashi low tier with such a jutsu doesnt seem correct to me.

& as for danzo, I'll simply agree to disagree because he isnt such a big deal.

Hate to say it but danzo loses to kakashi with MS, kamui is just too fast for danzo & without the adequate speed that kakashi has then im afraid he wont be able to keep up with the raikiri. With info kakashi would stomp danzo, A is a different story but he can still be dealt with.

Fine I'll move Yagura down and followed your advice and moved Pakura up to mid-high jounin tier. As for Haku, it depends on how you view his ice crystal mirror formation and his speed of travel from mirror to mirror. It is true that Sakura was impressive against Sasori but then again she had an antidote and the element of surprise when she took out the 3rd Kazekage puppet. Also Chiyo managed to increase Sakura's maneuverability in that fight. I doubt Sakura can beat anyone in the low jounin tier except for featless characters.

What is wrong with Izuna? He is an Uchiha with a MS so he should deserve the spot at high kage level. Not to mention that he was on par with MS Madara and Tobirama.

Well I ranked certain characters a bit higher due to their support capabilities but power dictates their overall placement on the tier list

Good luck, I hope yours is even better than mine. Especially since you've made like 20 threads trying to ask opinions on how to fix it up. I consider SM Jiraiya on par with current Orochimaru both of whom just fall short of high kage level. They are very close to high kage level which is why I consider him to be at mid-high kage level. Onoki seems to be a one trick pony with his jinton. His doton is also impressive but not as great as Kitsuchi's who is no where near high kage level. Onoki has typical old age problems which includes chakra problems and backaches. Also Onoki would get stomped by the likes of Minato and Itachi who are the pinnacle of high kage level.

No Edo Madara is above EMS Madara but EMS Madara with Kyubbi has more destructive power and better feats than Edo Madara.

No keep Yagura high kage level. He was a perfect jin. I was even talking to KidGamer about this. He definitely deserves that spot.

Kitsuchi may have showed bigger Doton, but dropping him because of that is ignorant. Don't forget, Onoki can change the mass of objects. Just like he changed the mass of Madara's meteor, definitely bigger than Kitsuchi's Earth Sandwich, he would be able to change the mass of Kitsuchi's earth sandwich, making it lighter, and increase his own strength using Rock Fist along with his Added Weight tech and counter it. Onoki's Particle Style is OP and he can fly. Particle Style, flight, ability to change mass of objects, and Doton=high kage, no doubt.

Jiraiya is stronger than Orochimaru with edo's restricted. This is a popular opinion which is why I believe Jiraiya makes the cut for high kage.

I don't know why your dropped Minato and Itachi to high kage instead of Top of the Line Kage like you did in your first tier list. Both of them are above the high kage tier.

How is MS Sasuke [Who's existence was solely developing his new MS techniques before going blind] high-kage tier?
How is Tobirama not including what little hype he has high-kage tier?
How the hell does Izuna's hype put him on high-kage tier? He died from a sword slash.

Other then that, great tier list for the most part.

Though, I'd personally place Kisame on the bottom of the high-kage tier, and Shino on medium-jounin tier, but that's just me.

The list is 95% accurate imo, just a few things I would personally change.

-Alive Minato is in "High kage", yet MS Obito is in "Legend in the making"? Last time I checked Minato beat MS Obito. Unless you're saying it's great war Obito, not masked man. Even though there is little evidence that Obito had improved since masked man.

Why is KCM Minato in "Legend in the making" yet regular Minato is high kage. I think you would agree with me that Minato's fighting style is FTG based. FTG is faster than running in KCM mode. I mean the only thing Minato has done useful with kyubi chakra is teleporting others away. Not to mention it was because Naruto already gave chakra to the alliance that he teleported all of them out of the barrier. KCM does grant more chakra, but Minato's fighting style does not lead to an endurance fight, he uses FTG + rasengan after all. Also did Minato use BM? Positive he only used KCM.

If you're basing 3rd hokage prime off of hype, he should be at the lowest legend in the making. Since he was claimed to be the strongest of all hokages and the professor who mastered all konoha jutsu. Then again, Iruka said it after all, how credible is he xD.

How is Gai only mid jonin, yet you put part 1 kakashi above him? Honestly Kakashi in part 1 was made weak to a degree (while we're on this part, why is part 1 kabuto a tier lower than part 1 kakashi? Kabuto outsmarted kakashi, made kakashi think he was outclassed, and jiraiya believed he was on equal level as part 1 kakashi. Imo Kakashi wins but tht doesn't mean it wouldn't be a close fight). In part 1 i'd say gai >= kakashi any day because of 8 gates. I say part 2 Kakahi > gai because Kamui was a lethal move in his arsenal + his stamina increased greatly since part 1.

How is SRA Gaara above Might gai? Why man whyyyyyyy. Did you see how Gai man handled 1,000 of kisame's sharks with morning peacock? I'd say 1,000 sharks can do more damage then sand tsunami. I mean gaara fought kimimaro yet would have lost w/o the illness, and imo Gai >= Kimimaro taijutsu wise (I pick kimimaro > gai in a fight due to his bones). Even Lee was able to land a hit on him after all. Yet you're saying gai sensei < 12 year old gaara?

You put Tsunade in mid kage tier. Your list claims: Tsunade > Hidan, Konan, Hanzo, 4th kazekage, and Yugito nii. I think Tsunade is strong, but imo she can't beat these 5 in a 1v1. would drop Tsunade to low kage tier. Side note: Thanks for not overhyping Konan bc of 1 billion bombs. She stated she had them PREPARED, something many don't understand.
