You have the right characters just not the right position, the 10th character should be Minato IMO.

Anytime I see Hiruzen in people's top 10 lists I just wanna cry. The overrating is ridiculous and when his fan boys can't justify why he is up there they just say hype. What kind of BS reason is that.

I don't like the Uchihas much but I know he can't beat EMS Sasuke or Itachi. I also know he can't beat Danzo (anymore) since all the implants he got from Ororhimaru. I also know Minato surpassed the 3rd Hokage for sure, this shouldn't even come into doubt. And people can say whatever they want but I know Hiruzen will not bear current Kakashi, not when you've got 1000 + jutsu, and both Kakashi's elemental nature overpower Hiruzens (not forgetting Kakashi has 1 more element more than Hiruzen, and oh yeah - Kakashi also has this OP tool called the Sharingan. Hiruzen is slower than Kakashi, with Sharingan in addition Hiruzen is toast and Kamui seems spammable now. 3rd Raikage ain't losing to Hiruzen either, Sage Naruto > Hiruzen, Jiraya > Hiruzen.
