Yes..as long as they manage to hit him...which is difficult, since he's the fastest ever...Moreover, everyone said Minato has been the most skilled Leaf ninja along with the 1st...so Kisame does not stand a chance...Kisame has been beaten by Gai...so Minato would own him )
