Tobirama was not called the greatest suiton user. Show me the manga page that says otherwise.
The only thing said about his suiton use is an ANBU said something to the effect of how it was unbelievable that he could use a high-ranking suiton technique without a water source(which several ninja have done since then, such as Kisame, Kakashi and Yamato), and Orochimaru said "as you could expect from a former hokage, you could say".
The 3rd Kazekage has more feats than Tobirama just based off Sasori using his puppet vs Chiyo and Sakura.

Tobirama was the best suiton user and still is. he could summon up water from anywhere. A decent genjustu user. He mastered the Sword of the Thunder God. Minato stated that Tobirama was better than him at SPace time Ninjustu. And he could use edo tensei, but before it would get out of hand he declared it forbidden, so he didn't master it. Tobirama is easily one of the most underrated Kage.

No, he's not. Never even was said to be.
Several ninja, including Kakashi whose affinity isn't even water, can do that.
He's not used a single genjutsu in the manga. Hashirama used the bringer of darkness in the manga. For whatever dumbass reason, Tobirama used it in the anime.
Anime only.
He simply said that Tobi's(the masked man, not Tobirama) surpassed his and Tobirama's space time ninjutsu. Nothing about Tobirama being better than him.
Can't control his edos, though.
He's not underrated, nor overrated. He's not rated at all. He's shown nothing for us to rate other than like 2 suiton techniques.

kisame was making gigantic lakes. mei can create huge masses of water and mist. tobirama doesnt compare

onoki was losing to muu big time. and how can tobirama hurt muu
in one last showdown after a long rivalry. if they were equal their battles would have been draws every time. i doubt they were judging by muus nonchalance. and their rivalry seemed too comedic if it was a serious battle that didnt take place in some war between kiri and iwa (like a grudge death match) id say they just found weaknesses. 2nd mizu blew himself up and muu died too.

Was not the best water user mei and kisame have greater feats & hanzo is the fastest in water
He is the lamest brotha he was the kankuro of his day
As for your list it should really be changed even without seeing the 1st kages we know they make up the top six for 1 feat & kabutos hype hiruzen is #1 imo
