Erm...Where is the 3rd Raikage and 3rd Kazekage? They both deserve to be on there over Tobirama, A and Tsunade. I'd remove Tobirama and Tsunade, add those 2..and not really sure it's possible to order them accurately, but in terms of who is among the top 10, I think is pretty clear cut. Tobirama doesn't have the feats or enough hype to be on this list, IMO.

Number #1 on the list should be Tsunade because you said "Strongest" and, Number #2, should be the Third Raikage (A) and so on. The only "Top Kage" I would put as Number #1 or #2 is Oonoki and Muu because of their advance Kekkei Genkai Touta, Jinton, or Dust Style (Viz. Translation: Particle Style).

Not hating on Tobirama, just stating facts. He has no real feats nor does he have much hype. He could be the strongest kage ever or the weakest kage ever, we don't know.

The 3rd Kazekage was called the strongest ever(Kazekage, that is) during the first shippuden arc...even if you just watch the anime, you should know about him...

I think the Konoha kage owns the top three slots. Muu and Onoki got bitch slapped by Madara and Tsunade has not shown me that she is worthy of being in the top five but I think she is better than the 4th Raikage and Gaara.

Tobirama was never called the best suiton user. He was simply called a master of it, there's a difference. Kakashi has mastered raiton, but he's not the greatest user of it.

You're going off nothing but "he was called" for Tobirama, so not sure why you're going against the 3rd Kazekage with that argument.
